Definitions and principles

The External Environment
The purpose of our environmental policy is to sharpen the focus on the external environment.
“External environment” encompasses:

  • Emissions to air, water and soil
  • Waste issues 
  • Hazardous substances 
  • Deterioration of natural assets 
  • Outdoor local climate 
  • Outdoor noise, dust and odour 
  • Use and sources of resources
    - Materials
    - Water
    - Energy 
  • Deterioration of heritage sites

Areas such as health, safety and working environment, indoor climate, architecture and aesthetics are not included in the Directorate of Public Construction and Property’s definition of the term “external environment”.

Prioritisation of instruments
The following issues will be taken into consideration when setting environmental targets, requirements and measures:

  • Do our activities comply with current and future statutory requirements?
  • Is it possible to achieve better environmental quality at the same or a lower cost? 
  • Is there potential for major improvements compared with the current situation? 
  • Can we achieve major environmental gains by implementing measures?
