Environmental targets 2005-2009

  1. The Directorate of Public Construction and Property will shall choose products and materials that cause minimum environmental impact


    1.1. Raise levels of competence within the following areas:
    - environmental criteria for choice of building materials
    - design of buildings, choice of materials and humidity
    - traditional building materials
    - hazardous substances in building materials
    - duty to take due care:  legal obligation to try to find alternatives for substances that pose a health or environmental hazard
    - chemicals register

    1.2. Ensure that our building work and operational activities
    - do not use products that contain substances from Priority List B
    - avoid products that contain more than 0.1 weight per cent of substances on the government observation list

    1.3. Contribute to development of user-friendly tools that encourage use of environmentally sound materials

    1.4. Implement measures to establish administration plans for the Directorate of Public Construction and Property’s heritage properties covered by a preservation plan.

  2. The Directorate of Public Construction and Property will reduce environmental damage caused by production and treatment of waste


    2.1 Raise levels of competence within the following areas:
    - re-use of materials
    - mass recycling
    - waste masses and accounts
    - assessment of demolition needs and environmentally correct demolition

    2.2 Implement measures to assess demolition needs and prevent mismanagement of hazardous waste in connection with demolition, conversions and renovations

    2.3 Implement waste measures for construction projects to achieve:
    - average amount of waste for new buildings of 25 kg/m2 gross area (not incl. demolition and excavation)
    - 60 % sorting at source (including demolition)

  3. The Directorate of Public Construction and Property will reduce energy needs and consumption in our buildings

    3.1 Raise levels of competence within the following areas:
    - energy consumption in technical installations
    - energy consumption and the positioning and shape of buildings
    - calculation of energy consumption and energy costs
    - alternative heating systems
    - energy management
    - EU directive on the energy performance of buildings

    3.2 Implement measures that ensure that our buildings are planned and designed with an average energy consumption of 180 kWh/m2 in degree-day corrected normal years.
    Specific energy targets, adapted to the individual building, shall be defined for each project.

    3.3 Implement measures to reduce average overall degree-day corrected energy consumption in the Directorate of Public Construction and Property’s buildings by 7 %, compared with the defined target figure of 210 kWh/m2.

  4. By 31 March 2006, the Directorate of Public Construction and Property shall have implemented an environmental management system, certified in accordance with NS-EN ISO 14001:1996
